established i have this working relationship. in that state house my bills were almost exclusively bipartisan. i had all the right to work legislation that we worked on. the competitive bidding bill to make the data centers that are now providing tens of millions to the local economy so i've already demonstrated that ability. you get a good ideas and go out and build coalitions to those areas in the economy and more. he's my minority member chairman and we worked together with the medical community he was a professor. we worked together on how we can get these solutions in terms of technology also so i'm the only one on the record who actually has done what my opponent only talks about.

you haven't heard any examples of how she's gotten results for northern virginia. >> our congress hasn't given us many results either to be quite honest. you're not a bipartisan when you sign the ideological pledges like the grover norquist no tax pledge. it causes you to take bad votes. when you make commitments to the gun lobby that causes you to vote 25 times to block legislation from coming to the floor that would keep guns out of the hands of the people on the watch list this is common sense. we need to be genuinely bipartisan. the congresswoman won't even sign on to the freedom of religion bill.

would you be willing to put everything on the table to achieve a long-term budget deal that provides greater stability to northern virginia businesses and reduces deficits in a broad more equitable manner than discretionary spending cap that we have under the budget control act or sequestration? >> we've been doing that and i already demonstrated a record i posed in one of my top priority it was not only crushing our local economy that it was devastating to the national security so i am willing to work on all these things. of these things. we are already doing that.

you talk about ideological things. my opponent said she supports 1 trillion in taxes and she said congress needs to do whatever hillary clinton once. i don't think you need a congress for a rubberstamp whatever hillary clinton wants. i've already demonstrated that i work with you and i'm willing to stand up against my own party as they did when they were going after federal employee as i said i'm not going to vote for a budget if they are going after federal employees the way they were. so they knew they had to negotiate with me. i worked with my colleagues on a bipartisan basis because it's important that they are part of the solution. when we were in the statehouse, we asked our state agency people to work with us to find savings and we said we will give you a bonus if you can find places to save money and we were able to

give our employees a bonu your d let them be part of the solution so i've already had a demonstrated record to get everybody to the table and that's why i've been part of that majority. >> im for a some symbols type of plan to reduce our debt. we cannot pass on this level of national debt to our children and grandchildren and this is one of the reasons i'm running. my candidacy is about the future. this is about the world we leave our children and one of the main things we are doing is leaving them able to do it. why not for is gimmicks like sequestration that only come about when you can't pass a budget and when you play zero-sum games.

it's bad for our economy and the business and especially northern virginia. business needs certainty. and what that means is they need the government to set the rules so they know how to invest in their companies. you and i understand that. unfortunately the congresswoman doesn't. these games we are playing in congress are the worst thing for our businesses. we need certainty and we need to pass legislation like comprehensive immigration reform that will fix our broken immigration system. we need to bills like major infrastructure funding source that will invest in our infrastructure, create jobs in the short run and then fund infrastructure improvements and improve our economy.

when we passed the tax relief package ahead of that permanent tax credit and i should mention when i was in the statehouse to last though i had was signed was the tax credit in virginia that helped the economy. we also need to have that certainty. this permanent expensing for businesses and a permanent child tax credit because we know the cost of kids are pretty permanent. i also am cosponsoring a bill to increase the childcare tax credichild care taxcredit becauy been indexed since my children were young. it's not going to be the way you provide certainty to businesses. when i go around and visit these businesses, what i hear is thank you for providing a certainty that you've got to give us more and what the democrats are doing unfortunately this year not all of them because we have some

that work on the bipartisan basis with us because they try to add more tax increases. >> ms. bennett, there's an thern estimated 874,000 virginians, 874,000 who are uninsured and healthealthcare premiums contino increase much faster. the question, why woul what wouo to address these issues? >> one of the biggest things that would help immediately escort virginia to pass medicaid expansion. it would immediately address the 400,000 uninsured and it would address this by taking back the money we are sending to washington. right now we have the worst of all worlds. the congress voted against the medicaid expansion. i think that is misguided and it shows the lack of understanding of the budgets and the economi

economics. the other thing we now have the affordable care act. it has addressed the access issue. in 2005 we had 47 million uninsured americans. we now have 20 million more. we need to do more on the cost side and fix this bill. it's not perfect and it does need to be fixed and this is the kind of bipartisan work we need, not voting to repeal it without any sensible replacement, 65 times. that is a total waste of time not only are they working less than half-time when they are there they are taking silly votes likthose like repealing ar piece of legislation rather than finding ways to make it better.

>> we aren't hearing that are nt obamacare has made health care more affordable but we do see the exchanges are collapsing around the country into the premiums are skyrocketing. if you have a 3,000-dollar deductible you don't have innocence access to healthcare so we need to change that and buy it across state lines and have health savings accounts so people can put their money outside when they are young and have it there for later. we also need to be having more community health centers. i endorsed and supported and voted for having more community health centers like we have got to provide sort of one-stop shopping for low income people. they like to come in and they are helping and providing charitable care but it's a place they can go and not just get health care but also family planning and packages and all kinds of primary services.

that's what we've done so we need to have obamacare that was totally partisan, not one republican voted for it so what we need is to have bipartisan solutions where you sit down and work with people across the aisle to get it done. people pleaded with the president at the time to do th that. >> there is another healthcare issue that we feel here and across the country and that is the opioid and heroin problem. congress has passed a bill but they haven't funded it. the administration asked for 1.1 billion to address this crisis we are seeing in the country and i believe they passed 37 million finally in the continuing resolution. this is the kind of legislating we need to stop doing. we need when we pass bills if

the crisis are happening we need to address them quickly and get them be adequate funding they need to solve the problem. another one finally got funded that we have a crisis this summer and not only was it not addressed in the congress but they took off for five weeks and didn't address it. finally there was a bill passed this fall and funding was put into the continuing resolution. in the meantime, people were suffering, children were being affected. our congress has to do better than that. >> next question is for you. i would be delighted to talk about the harrowing issue because we worked in the statehouse on it and i had my first hearing in winchester when we first saw some problems and

they spread around the district. i worked with numerous taskforces here in fairfax and we've done ride around with our local drug task force working hard. some of the others are not doing well. we know baltimore is a main avenue. that's why i was a part of it to get this important legislation passed. i had an amendment for more funding for the drug trafficking area. we just got the area designated and we are already here so i work for those sheriffs on a bipartisan basis. i have regular meetings with the recovery community, everybody because this is going to be an integrated way. i'm going to fight for more money and i think we will be able to get more money there.

due to the presence of nah, maryland has received a substantial amount of research dollars while virginia is behind in securing funding to conduct research. with the emergence as a top-tier university in investment that is being made plus the work that's being done at george washington science and technology, question, how can you help bring more research dollars to northern virginia? >> i have been working on this and these are the kind of things we have hearings on all the ti time. we had a event locally we were going to them and talking to all of them about what they need and research. my bill reduces the amount and

means some of these genius researchers at places like mason where i visited over the years we got more money in the statehouse and they are a leader now in that area. we have a woman researching their that's been named one of the top 40 most brilliant people in the country or the world and she's working on nanotechnology which they are testing for wind disease and breast cancer. imagine how exciting that will be to have those breakthroughs and they are going on right here in our own region. i've worked with george washington and we do have the infrastructure here anthatinfras why the bill will be a great way to get more research here and i've already voted for more funding and i would love to get that into this region also. >> i'm a big believer in research. in the private sector we run businesses and know how

important research and development is to the growing of our businesses. it's equally important to the growth of the country so we need to find research dollars. congress hasn't voted to do that. it's cut funding to be co- funding from all kinds of research facilities. we need to fund the research necessary. i also agree we need to get universities to work cooperatively and share information and work cooperatively that way. we need to prioritize this. it's something i would certainly do and think you. >> all of us deal with cancer and diabetes and these chronic diseases and that's why i am so passionate and i've made this a top priority. i'm sick of getting those calls when your friends tell you

they've been diagnosed with a chronic and deadly disease. i still think it needs to be more and that's why we put the mandated funding in the 21st century cures bill. as we passed it through the house hopefully the senate will take it up and the president already indicated he would sign it and the funding would be mandatory. some of my colleagues on my own site i think that is critical and it will reduce the deficit. what do you think the nation's energy policy -- what do you think should be the policy and how does it make a difference to the tenth district and what have you done or what will you do to

advance dot? >> we are in a major energy transition in this country and in the world frankly. i have the knowledge and experience to navigate this transition. i served on then governor tim kane . climate commission looking for commonsense energy solutions. our own military considers climate change one of our greatest national security crisis and get the congresswoman recently voted not to affirm it even exists. if we are going to move forward we have to recognize there is a problem and we definitely have a problem. it not only exists but it presents a tremendous opportunity for the country. we should embrace the alternative energy
